Job Title: Senior Technical Manager - Digital Forensics

Salary: The starting salary is £65,393 which includes allowances totalling £2,841.

The salary is broken down as £62,552 basic salary, which will increase annually until you reach the top of the scale £66,997 Plus, a location allowance of £1,841 and a non-pensionable allowance of £1,000.

Location: LAMBETH HQ

 

The role holder will be responsible for providing strategic and technical leadership to Digital Forensic Staff operating within the Level 3 eDiscovery services based within Lambeth laboratory.  Level 3 is described as the centre of excellence and through case by case problem solving provides solutions for the most complex and challenging cases. A network of Senior Specialists provide the technical capabilities which the post holder will co-ordinate, inspire and lead ensuring the best possible outcome for digital investigations.

It should be noted that the focus area will be eDiscovery and will deliver against priority investigations, this requires technical leadership which could encompass other areas of Digital Forensics if required in the future.

Core responsibilities will focus on the effective delivery of casework to the required Criminal Justice timelines and in line with service level agreements embedding quality standards across disciplines. Activities will continually evolve and develop over time so the role holder will need to be agile, responsive and innovative to the needs of Policing and ultimately victims of crime.

  • To be cognisant of the importance of the level Three (3) eDiscovery service providing advice and guidance across all levels of Digital Forensics.
  • To deal effectively with casework demands and ensure the timely completion and smooth progress of cases through the required examination steps.
  • Expand, develop and manage an established eDiscovery team prioritising current investigation with the aim to extend capabilities when able.
  • Support the development of a vision for data review within Digital Forensics harmonising data review at all levels  
  • Implement policy and provide guidance and instruction on legislative and procedural matters related to Digital Forensics and ethical use of data.
  • To ensure Digital capabilities and casework meet accreditation requirements of ISO17025 and ensure consistency and delivery against the codes of practice.
  • To provide leadership and management for eDiscovery responsibilities held within level 3 which could incorporate product ownership of technology and innovative use of existing forensic tools, adapting, validating and influencing change to ensure the MPS is a leader in capabilities.

Key Activities:

  • The Senior Technical Manager will be the main source of advice and guidance for strategic digital forensic matters within their area of business, managing and providing risk mitigation to the MPS through effective, appropriate and proportionate decision making and activity.
  • The Senior Technical Manager will lead and manage Digital Forensic staff including suitably trained Police Officers, maintain a network of digital subject matter experts and provide oversight of digital skills where applicable for the role.
  • Collaborative working with Forensic Services Senior Management Teams within Digital Forensics and the wider MO4 Leadership Team. Work with Police Officer Senior Leaders and relevant partners (internal, external and national) to develop and deliver change, utilising experience and knowledge in digital forensic processes and MO4 service provision.
  • Expected to work within the Forensic Service Quality Management System and actively contribute to the continuous improvement of the system by participating in quality assurance activities, engaging in internal and external audits, competence and proficiency tests, reporting non-conformances and proposing changes to improve the system.
  • Take ownership of key duties and responsibilities to work under own initiative and be able to solve problems. As a member of the Senior Leadership Team, be able to support / lead additional portfolio responsibilities.
  • The Senior Technical Manager will take strategic ownership for the performance within their area of business according to the objectives set out within the Performance Framework. They will collate and provide management information including but not exclusive to key performance indicators (KPI), service level agreements (SLA), financial management and resource planning requirements.
  • Demonstrate and drive the best standards, through their leadership, the professionalism cultures and behaviours as set out in the Code of Ethics, the Forensic Science Regulator’s Code of Practice and the Criminal Procedure Rules.
  • Maintain continual professional development in line with role requirements and in addition provide support, development and mentoring opportunities for other Digital Forensic staff / officers.
  • Understand and accept the core principles set out in the mandatory H&S Policy in relation to their role, duties and responsibilities and implement those principles and requirements in day-to-day activities.
  • Demonstrate effective visible safety leadership, understand H&S policy and lead compliance within area of responsibility. Implement the principles and requirements of H&S policy in their day to day activities and within the teams they work/manage. Encourage open dialogue and feedback on safety issues.
  • Manage and mitigate any risk to the MPS through effective, appropriate and proportionate decision making and activity.
